Good Morning, Swinwk - Holy Cow - that video is horrible. Didn't like that at all. I think Maryland Animal Control would cite her. (Off topic, MD, a law was just passed saying that if you're going to tether a dog outside, you have to meet certain requirements... i.e., shade - protection from weather, etc.)

Laws pertaining to tethering and other minimum requirements for dogs outdoors will be changing very soon in Anne Arundel County. We want dog owners to be prepared and have opportunity to correct conditions BEFORE we receive a complaint. Once the new law, passed at County Council last night and introduced by Councilman Grasso, goes into effect in 45 days after the County Executive signs several changes will occur to current laws. A few key highlights of changes are dogs may only be able to be tethered outside while in direct supervision of a person, separate shade (other than a dog house) either natural or manmade will be required, during the colder months an offset door or door with flap will be required and minimum enclosure sizes will now exist so dogs can get sufficient exercise.
